To avoid becoming a victim on the Internet
There are various services on the Internet which are accessed by users from all over the world. Most information is beneficial for the users, but some can be harmful. The Internet is an open structure, connecting networks around the world with each other. There is no such thing as rules of use or penalties that cover the entire Internet. The access you enjoy is also available to evil-minded people. We do not accept liability for any damage you may incur from using Internet services. You need to be conscious of the need for self-protection , which is "you are responsible for protecting your own privacy, property, and so on", because basically there are no legally enforceable rules for use of the Internet , and no enforceable penalties.

Case 1:Damages from BBS (Bulletin Board Systems) and chat rooms.
- After I passed my e-mail address to a person through a BBS, I started to receive several e-mails from that person. As I was busy, my replies were late, and then groundless abuse and slander with my e-mail address was posted onto the BBS.

Human relationships sometimes can break down over trifles. Especially over the Internet, where personal identity is highly secured, it is said that revenge can easily escalate.
As it is difficult to judge whether another person is trustworthy, avoid passing on your e-mail address and other identity information without good reason. Giving your telephone number and home address has been known to lead eventually to a criminal stalking. First of all, let the manager of the board or your provider deal with any abuse and slander on BBS or chat rooms. We recommend that you consult with your local police department when the abuse is severe, or when you feel your life is in danger.
Case 2: Damages from shopping or auction.
- Some time ago, I made an advanced payment for something on a shopping site on the Internet, but I have not yet received the goods. The shop that I bought this from eventually disappeared from the shopping site, without me noticing exactly when this happened. I had been making inquiries by e-mail; the response was; "We are in the middle of processing your order". I was not able to directly contact this shop, as I always got an answering machine whenever I dialed the telephone number posted on the site. Later, the shop was missing.
- Anyone can create and post a website. There are some websites that are created with the intention of using them for fraudulent purposes. Furthermore, it is not even necessary to have your own website if you participate in auction sites. It is very difficult to confirm the truthfulness of information on the Internet. If you can't ascertain the reliability of the partners you are going to be dealing with, the best way is to not deal with them. If you must deal with them, make sure you can reach their contact information posted on the site. For a worst-case scenario, it is important to retain records as evidence (such as a copy of their website, and email records) Also, avoid using your credit card, or making payment in advance. Although people are attracted by something very hard to get or something at an unbelievably low price, there are no such great deals anywhere on our markets, or on the Internet. Please be very careful to not get trapped.

Case 3: Victim from a membership site (1)
- As there was a site offering a free trial for a month, I entered my credit card number and used their service only once. But thereafter, I didn't use the service at all. The next month, I started to receive bills from my credit card company, for the service I've never used.
- When registering your personal information on a site, be sure to read carefully the precautions or terms and conditions stated on the site. If there is no notification of such information, it is best not to register your personal information.
When terms and conditions say; "This service will automatically be renewed unless you declare rejection of the offer", and you neglected this procedure (most likely because you did not read this statement carefully), you are liable for the payment. Pay attention, especially when you are not a native speaker of the language used on a site. In this case, there is no other recourse than to go through the cancellation procedure as soon as possible.
However, if you cannot agree with paying the charge, or if there was no information such as terms and conditions on the site, you may explain this to the credit company and they may release you from the payment obligation.
Case 4: A victim from membership site (2)
- While I was touring the website, a message appeared on the screen, which said; "click here if you wish to continue". So I clicked to see the rest. Later, I received a bill from a telephone company charging me a Dial Q2 charge 'NTT's Information service offer charge) or international phone bill for a service I've never used.

To avoid becoming an assaulter on the Internet
The Internet is a structure connecting smaller networks from all over the world. Each network operates under different policies. Performing self-centered actions without consideration for others is not allowed on the Internet, which operates by interconnection. If you violate the rules or operation policies of the other side of the connection, your transmission to all Nirai users (which may even include its backbone networks) may be temporarily suspended by the other side of the connection. Please be fully aware that your behavior is regarded to represent all other Nirai users, and keep in mind to act with good morals and manners.

Typical cases
For your reference, the following acts are typical cases identified as troublesome for the other side of the network and its users. We ask again that you do not offend these, since such action may cause disruption to our inter-connection with other networks.
- Spam mail (Jank mail)
- Mainly these are business-oriented mails which are sent without having prior permission from the recipient.
Sending Spam is regarded as troublesome. Why? Just imagine what happens if Spam were allowed.
You would receive a vast number of advertising e-mails, and you would often have to spend much time to select the necessary e-mails, and then delete the unnecessary ones so that your e-mail does not exceed the memory limit of your mailbox.
Also, Spam increase traffic on the Internet, which will then degrade responses and cause Internet servers to go down.
Allowing Spam means allowing such tragic situations. "It won't hurt, 'cause I'm the only one doing it.", - such self-centered ideas should never be tolerated - - Pyramid Schemes (Multilevel Marketing, or other businesses similar these)
- There are some variations on this theme, but the usual structure is "you can get money by sending money to people on a list, then deleting the top name, adding yourself to the bottom of the list and forwarding it to another person".
Your emails are most likely to end up in the recipient's junk box. Recipients of the email may be angry with you, which might make them retaliate against you. Even worse, you may be arrested for fraud by encouraging people to contribute money with no guarantee of return income. And, many people are given false information, and this may develop into the start of a panic. Even if the mail has been sent to you in good faith, have the courage to not forward these types of mail. - Large Email
- Even individuals can edit image files and music files easily utilizing the recent developments of high-efficiency computers. Along with those developments, it is becoming popular to send e-mails containing these large files as attachments.
We understand the desire to be able to do this, but most providers have limited memory capacity for their user's mailboxes. If the capacity is small, it may be troublesome to the recipient, leading to situations such as: "takes too long to download", "cannot download" or "cannot receive other emails" depending on the amount of email box capacity.
